SES \u0130zmir 2 No&#8217;lu \u015eube E\u015fba\u015fkan\u0131 Ba\u015fak Edge G\u00fcrkan bas\u0131n metnini okudu.<\/div>\n<p>&nbsp;<\/p>\n<p>&#8220;BASINA VE KAMUOYUNA<\/p>\n<p>Bilindi\u011fi gibi Bayrakl\u0131 \u015eehir Hastanesi de di\u011fer \u015fehir hastaneleri gibi Sa\u011fl\u0131kta D\u00f6n\u00fc\u015f\u00fcm Program\u0131n\u0131n bir par\u00e7as\u0131 olan Kamu \u00d6zel Ortakl\u0131\u011f\u0131 Kanununa dayanan Yap-\u0130\u015flet-Devret modeliyle a\u00e7\u0131ld\u0131.<\/p>\n<p>\u015eehir Hastanesinin a\u00e7\u0131lmas\u0131n\u0131n ard\u0131ndan ba\u015flayan \u201cSa\u011fl\u0131k sistemi \u00e7\u00f6kt\u00fc\u201d isyanlar\u0131 hem sa\u011fl\u0131k emek\u00e7ileri hem de sa\u011fl\u0131k hizmetine ula\u015fmaya \u00e7al\u0131\u015fan vatanda\u015flar i\u00e7in her ge\u00e7en g\u00fcn b\u00fcy\u00fcmektedir.<\/p>\n<p>Bilindi\u011fi gibi kamu kaynaklar\u0131n\u0131n \u00f6zel \u015firketlere aktar\u0131lmas\u0131 amac\u0131yla hazine arazilerinin yap\u0131mc\u0131 \u015firkete bedelsiz devri, yurt i\u00e7i ve yurt d\u0131\u015f\u0131 finans kurulu\u015flar\u0131ndan hazine garantili kredi imkanlar\u0131 da sa\u011flanarak, yap\u0131m\u0131 tamamland\u0131ktan sonra Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 taraf\u0131ndan %70 doluluk kapasitesi garanti edilerek, 25-49 y\u0131ll\u0131\u011f\u0131na kiralanmakta; hastaneyi yapan \u015firket in\u015faattan kar ederken, y\u0131llard\u0131r sa\u011fl\u0131kta reform s\u00f6ylemleriyle kamudan kopar\u0131lmaya \u00e7al\u0131\u015f\u0131lan sa\u011fl\u0131k hizmetlerinin \u00f6zelle\u015ftirilmesi toplum sa\u011fl\u0131\u011f\u0131nda ciddi yaralar a\u00e7maktad\u0131r. Giderek zorla\u015fan \u00e7al\u0131\u015fma ko\u015fullar\u0131 alt\u0131nda ezilen sa\u011fl\u0131k emek\u00e7ileri hizmet \u00fcretemez hale gelmekte, hastalar randevu alamamakta, ameliyatlar yap\u0131lamazken yo\u011fun bak\u0131mlarda yer bulunamamaktad\u0131r.<\/p>\n<p>Yurtd\u0131\u015f\u0131na gidenler, istifa edenler, intihar edenler, hasta veya yak\u0131n\u0131 taraf\u0131ndan \u015fiddete u\u011frayanlar, ge\u00e7inemedi\u011fi i\u00e7in ek i\u015f yapanlar, k\u00f6t\u00fc \u00e7al\u0131\u015fma ko\u015fullar\u0131na ba\u011fl\u0131 artan akut ya da kronik fiziksel ve psikolojik rahats\u0131zl\u0131klar, evde bak\u0131mlar\u0131ndan sorumlu olduklar\u0131 \u00e7ocuklar\u0131 ya da ya\u015fl\u0131lar\u0131yla ilgilenemeyen sa\u011fl\u0131k emek\u00e7ileri olarak bozulan halk sa\u011fl\u0131\u011f\u0131n\u0131n merkezinde yer almaktay\u0131z.<\/p>\n<p>Yeni varyantlar\u0131yla devam eden pandeminin s\u00fcren kal\u0131c\u0131 etkileri ise tart\u0131\u015f\u0131lamaz.<\/p>\n<p>\u0130zmir \u00f6znelinde bakt\u0131\u011f\u0131m\u0131zda Bayrakl\u0131 \u015eehir Hastanesinin a\u00e7\u0131lmas\u0131 ile beraber \u015eehir Hastanesine ta\u015f\u0131nan hastanelerde ameliyathane, poliklinik ve baz\u0131 kliniklerin kapanmas\u0131, personel, malzeme ve yatak yetersizli\u011fi vb sorunlar kriz haline gelirken, di\u011fer hastanelerde de hasta ba\u015fvurular\u0131n\u0131n ve yat\u0131\u015flar\u0131n artmas\u0131 nedeniyle artan i\u015f y\u00fck\u00fc kaosa d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr.<\/p>\n<p>\u015eehir Hastanesi a\u00e7\u0131lmas\u0131 s\u00fcrecinde Sa\u011fl\u0131k ve Sosyal Hizmet Emek\u00e7ileri Sendikas\u0131 1 ve 2 Nolu \u015eubeler olarak \u0130zmir \u0130l Sa\u011fl\u0131k M\u00fcd\u00fcrl\u00fc\u011f\u00fc ile g\u00f6r\u00fc\u015fmelerimizde \u201ckapanacak hastane var m\u0131? Personel istihdam\u0131 \u00e7\u00f6z\u00fcld\u00fc m\u00fc?\u201d gibi sorular\u0131m\u0131z hep \u201csorun yok&#8221; \u015feklinde yan\u0131tlanm\u0131\u015ft\u0131. Oysa Ocak d\u00f6nemi il d\u0131\u015f\u0131 tayin m\u00fcnhal kadrolar\u0131nda \u015fehir hastanesine 500 hem\u015fire kadrosu a\u00e7\u0131lm\u0131\u015ft\u0131r. Soruyoruz, bir hastane bu kadar y\u00fcksek hem\u015fire ihtiyac\u0131 varken nas\u0131l a\u00e7\u0131lm\u0131\u015ft\u0131r?<\/p>\n<p>Ne yaz\u0131k ki hi\u00e7 kimsenin hi\u00e7bir \u015fey bilmedi\u011fini, liyakatsizli\u011fin diz boyu oldu\u011funu, \u015eehir Hastanesinin in\u015faat\u0131n\u0131 yapan \u015firkete acilen para aktarmak i\u00e7in a\u00e7\u0131ld\u0131\u011f\u0131n\u0131, di\u011fer hastaneleri kapatmasalar da i\u015flevsizle\u015ftirdiklerini, vatanda\u015f\u0131n sa\u011fl\u0131k hizmetine ula\u015famamas\u0131n\u0131n umurlar\u0131nda olmad\u0131\u011f\u0131n\u0131 ya\u015fayarak g\u00f6rmekteyiz.<\/p>\n<p>\u015eehir hastanesinin a\u00e7\u0131labilmesi i\u00e7in il genelinde t\u00fcm hastanelerden idarelere dahi sormadan g\u00f6revlendirmeler yap\u0131lm\u0131\u015f, \u015fehir hastanesinin a\u00e7\u0131lmas\u0131 u\u011fruna di\u011fer hastaneler i\u015flemez hale getirilmi\u015ftir. G\u00f6revlendirmeler sebebiyle t\u00fcm hastanelerde personel yetersizli\u011fi artm\u0131\u015f, n\u00f6bet listeleri d\u00f6nmeyince de ya ayl\u0131k n\u00f6bet say\u0131lar\u0131 bir insan\u0131n \u00e7al\u0131\u015fabilece\u011finden \u00e7ok say\u0131lara \u00e7ekilmi\u015f (baz\u0131 hastanelerde ayda 10-11 n\u00f6bet) ya da n\u00f6bet\u00e7i ekipteki ki\u015fi say\u0131lar\u0131 d\u00fc\u015f\u00fcr\u00fclm\u00fc\u015ft\u00fcr ve ayn\u0131 hizmetin devam etmesi istenmi\u015ftir. Buna ba\u011fl\u0131 olarak sa\u011fl\u0131k emek\u00e7ilerine daha fazla angarya \u00e7al\u0131\u015fma y\u00fcklendi\u011fi gibi ayn\u0131 zaman da di\u011fer hastanelere ba\u015fvuran hastalar i\u00e7in sa\u011fl\u0131k hizmeti de aksamaktad\u0131r.<\/p>\n<p>Ge\u00e7ici g\u00f6revlendirmelerin neye g\u00f6re ve nas\u0131l yap\u0131ld\u0131\u011f\u0131 bilinmemektedir. Bir gece sosyal medya \u00fczerinden personel g\u00f6revlendirildi\u011fini \u00f6\u011frenmi\u015f ve yaz\u0131l\u0131 bir tebligat yap\u0131lmadan \u015fehir hastanesinde ba\u015flamas\u0131 istenmi\u015ftir. 2 ayl\u0131k s\u00fcrenin sonunda rotasyon \u015feklinde ge\u00e7ici g\u00f6revlendirilenin de\u011fi\u015fmesi gerekirken g\u00f6revlendirmeler keyfi \u015fekilde uzat\u0131lm\u0131\u015ft\u0131r. Baz\u0131 g\u00f6revlendirmelerin iptal edildi\u011fi, baz\u0131 g\u00f6revlendirmelerin ki\u015finin r\u0131zas\u0131 olmadan uzat\u0131ld\u0131\u011f\u0131 bilgisi taraf\u0131m\u0131za gelmi\u015f olup ge\u00e7ici g\u00f6revlendirmeler yap\u0131l\u0131rken hangi kurala g\u00f6re yap\u0131ld\u0131\u011f\u0131n\u0131 da \u0130l Sa\u011fl\u0131k M\u00fcd\u00fcrl\u00fc\u011f\u00fcne soruyoruz.<\/p>\n<p>Yanda\u015f sendika g\u00f6revlendirmeleri kendine \u00fcye yapmak i\u00e7in kullanmaktad\u0131r ve \u0130l Sa\u011fl\u0131k M\u00fcd\u00fcrl\u00fc\u011f\u00fcn\u00fcn buna g\u00f6z yumdu\u011fu bilinen bir ger\u00e7ektir. \u00d6zel olarak Sa\u011fl\u0131k-Sen y\u00f6neticisinin tayinini \u015fehir hastanesine \u00e7\u0131kartt\u0131rd\u0131\u011f\u0131 ve orda \u015fube kurma \u00e7al\u0131\u015fmalar\u0131nda g\u00f6revlendirdi\u011fi veya g\u00f6revlendirmesinin iptal edilmesi i\u00e7in Sa\u011fl\u0131k Sen e \u00fcye olmas\u0131n\u0131n istendi\u011fi duyumlar aras\u0131ndad\u0131r.<\/p>\n<p>Son duruma bakarsak; \u0130l Sa\u011fl\u0131k M\u00fcd\u00fcrl\u00fc\u011f\u00fc \u015fehir hastanelerine ge\u00e7ici g\u00f6revlendirme yaparken hastanelere dan\u0131\u015fmadan yapm\u0131\u015f, normalde rotasyon ile ge\u00e7ici g\u00f6reve gidilmesi gerekirken b\u00f6l\u00fcmlerden daha \u00f6nce g\u00f6revlendirme yap\u0131lm\u0131\u015f olanlar\u0131n g\u00f6revlendirmeleri uzat\u0131lm\u0131\u015ft\u0131r. Ayn\u0131 zamanda \u015fehir hastanesi idarecileri i\u015f bilmezlikleri y\u00fcz\u00fcnden hekime muayeneye \u00e7\u0131kan \u00e7al\u0131\u015fanlardan do\u011frudan istirahat raporu istemektedir.<\/p>\n<p>\u00c7ok say\u0131da asistan hekimin \u015eehir Hastanesine g\u00f6revlendirilmesi hekim eksikli\u011fi yaratt\u0131\u011f\u0131 gibi uzmanl\u0131k e\u011fitimi almalar\u0131na engel olunmaktad\u0131r. Mevcut hastanesinde devam eden asistan hekimler a\u00e7\u0131s\u0131ndan da pek \u00e7ok \u00f6\u011fretim \u00fcyesinin hastanelerden ayr\u0131lm\u0131\u015f olmas\u0131 sebebiyle yine e\u011fitim alacaklar\u0131 hoca kalmam\u0131\u015ft\u0131r.<\/p>\n<p>T\u00fcm bu de\u011ferlendirmelerle beraber en \u00f6ne \u00e7\u0131kan sorunlardan biri acil servislerde ya\u015fanan sorunlard\u0131r. Poliklinik randevusu alamayan hastalar acillerde y\u0131\u011f\u0131lmaktad\u0131r. Ayr\u0131ca acilde yetkili hekim say\u0131s\u0131 ve sa\u011fl\u0131k emek\u00e7ileri say\u0131s\u0131 son derece yetersizdir.<\/p>\n<p>Sonu\u00e7 olarak, gerek \u015eehir Hastanesinde gerekse de g\u00f6revlendirme yap\u0131lan di\u011fer hastanelerdeki sa\u011fl\u0131k emek\u00e7ileri huzursuz, klinikler tam olarak a\u00e7\u0131lmad\u0131\u011f\u0131 i\u00e7in mesaiye hangi klinikte ba\u015flayacaklar\u0131n\u0131 bilmeden \u00e7al\u0131\u015fmaktalar.<\/p>\n<p>B\u00fct\u00fcn bu olumsuz ko\u015fullar\u0131n sa\u011fl\u0131k emek\u00e7ilerine y\u00f6nelik \u015fiddeti art\u0131ran etkenlerden oldu\u011fu da unutulmamal\u0131d\u0131r.<\/p>\n<p>Ek olarak, hem\u015fire say\u0131s\u0131ndaki eksikliklerle artan hem\u015fire sorunlar\u0131 24 saatlik n\u00f6betleri dayatmaktad\u0131r. Bu ko\u015fullarda 24 saatlik n\u00f6bet tutturulmas\u0131 bask\u0131, mobing ve \u015fiddetin bir \u00f6rne\u011fidir. Yo\u011fun bak\u0131mlarda yer olmamas\u0131 nedeniyle kliniklerde yo\u011fun bak\u0131m izlenmesi, kemoterapi ve benzeri \u00f6zellikli ve riskli tedavilerin klinik ortamlar\u0131nda yap\u0131lmas\u0131 ne hem\u015fireler ne de hastalar i\u00e7in uygun de\u011fildir.<\/p>\n<p>Uzun yemek kuyruklar\u0131, yemeklerin niteliksizli\u011fi, men\u00fclerin besleyici ve doyurucu olmamas\u0131 ve de yemeklerden s\u0131k s\u0131k metal ya da b\u00f6cek vs gibi yabanc\u0131 maddelerin \u00e7\u0131kmas\u0131 sorunlar\u0131 da her hastanede ya\u015fanan ortak sorunlardand\u0131r. Mutfak, yemekhane hizmetlerinin ta\u015feronlara devredilmesi ve \u00e7al\u0131\u015fanlar\u0131n sa\u011fl\u0131\u011f\u0131n\u0131n \u00f6nemsenmemesinin yol a\u00e7t\u0131\u011f\u0131 bu sorunlar sa\u011fl\u0131k emek\u00e7ilerinin ve hastalar\u0131n\u00a0 sadece sa\u011fl\u0131\u011f\u0131n\u0131 bozmakla kalmamakta de\u011fersiz ve t\u00fckenmi\u015f hissetmesine neden olmakta, ayr\u0131ca ya evden yemek getirmek ya da s\u00fcrekli d\u0131\u015far\u0131dan yemek sipari\u015f etmek zorunda kal\u0131nmas\u0131 ekonomik y\u00fck getirmektedir.<\/p>\n<p>Hastaneler bor\u00e7lar\u0131 nedeniyle ihalelere girememekte cihaz bak\u0131mlar\u0131 yap\u0131lamamakta, bozulan cihazlar\u0131n tamiri ya da de\u011fi\u015fimi sa\u011flanmamaktad\u0131r.
