Son y\u0131llarda, Mill\u00ee E\u011fitim Bakanl\u0131\u011f\u0131<br \/>\nile Diyanet \u0130\u015fleri Ba\u015fkanl\u0131\u011f\u0131, dini vak\u0131f ve dernekler aras\u0131nda \u00e7ok say\u0131da i\u015f birli\u011fi protokol\u00fc<br \/>\nimzalanm\u0131\u015ft\u0131r. Bu ortak projeler \u00fczerinden e\u011fitimi dinselle\u015fme s\u00fcreci h\u0131zland\u0131r\u0131lm\u0131\u015f, do\u011frudan laik<br \/>\ne\u011fitimi ve laik ya\u015fam tarz\u0131n\u0131 hedef alan uygulamalar hayata ge\u00e7irilmi\u015ftir.<\/p>\n<p>Mill\u00ee E\u011fitim Bakanl\u0131\u011f\u0131\u2019na ba\u011fl\u0131 ortaokullar ve imam hatip okullar\u0131, Gen\u00e7lik ve Spor<br \/>\nBakanl\u0131\u011f\u0131\u2019na ba\u011fl\u0131 il\/il\u00e7e spor m\u00fcd\u00fcrl\u00fckleri\/Gen\u00e7lik merkezleri ile Diyanet \u0130\u015fleri Ba\u015fkanl\u0131\u011f\u0131\u2019na<br \/>\nba\u011fl\u0131 Diyanet Gen\u00e7lik Merkezleri i\u015f birli\u011finde y\u00fcr\u00fct\u00fclmekte olan \u201c\u00c7evreme Duyarl\u0131y\u0131m,<br \/>\nDe\u011ferlerime Sahip \u00c7\u0131k\u0131yorum Projesi\u201d (\u00c7EDES) kapsam\u0131nda bir s\u00fcredir \u00fclke \u00e7ap\u0131nda toplant\u0131lar<br \/>\nyap\u0131lmakta ve \u00e7e\u015fitli kararlar al\u0131nmaktad\u0131r.<\/p>\n<p>\u00c7EDES Projesinin amac\u0131 \u201c\u00d6\u011frencilerimizin mill\u00ee, manevi, ahlaki, insani ve k\u00fclt\u00fcrel<br \/>\nde\u011ferlerimizi benimseyen, koruyan, geli\u015ftiren ve kendi ya\u015fant\u0131lar\u0131nda in\u015fa eden fertler olmalar\u0131na,<br \/>\n\u00e7a\u011f\u0131n ve gelece\u011fin becerileriyle donanm\u0131\u015f, bu donan\u0131m\u0131 insanl\u0131k hayr\u0131na sarf edebilen, bilime<br \/>\nsevdal\u0131, k\u00fclt\u00fcre merakl\u0131 ve duyarl\u0131, akl\u0131 selim, kalbi selim ve zevki selim sahibi, bedensel ve sosyal<br \/>\nbak\u0131mdan dengeli bireyler olarak yeti\u015fmelerine katk\u0131 sa\u011flamak\u201d olarak ifade edilmektedir. Dini ve<br \/>\nmanevi de\u011ferleri merkeze alan \u00c7EDES Projesi, etkin bile\u015feni din referansl\u0131 kurumlar olmas\u0131<br \/>\nnedeniyle laik-bilimsel e\u011fitim anlay\u0131\u015f\u0131na ve e\u011fitim bilimlerine ayk\u0131r\u0131 bir \u00e7er\u00e7evede haz\u0131rlanm\u0131\u015f ve<br \/>\nuygulanmaya ba\u015flam\u0131\u015ft\u0131r. Bu proje kapsam\u0131nda, Milli E\u011fitim Bakanl\u0131\u011f\u0131 ve Gen\u00e7lik ve Spor<br \/>\nBakanl\u0131\u011f\u0131 hem programa katk\u0131 sa\u011flayan hem de \u201ctemsilci \u00f6\u011fretmen\u201d kanal\u0131yla \u00f6\u011frencileri bulan ve<br \/>\nkamu mek\u00e2nlar\u0131n\u0131 kulland\u0131ran kurumlar olarak i\u015flev g\u00f6rmektedir.<\/p>\n<p>\u201c\u00d6\u011frencilere milli, manevi, ahlaki, insani ve k\u00fclt\u00fcrel de\u011ferlerimizin benimsetilmesi amac\u0131yla<br \/>\nt\u00fcm lise, ortaokul, ilkokul ve anaokullar\u0131 ile il merkezi ve il\u00e7elerde bulunan t\u00fcm cami ve Kur\u2019an<br \/>\nkurslar\u0131\u201dn\u0131 kapsayan proje, Milli E\u011fitim M\u00fcd\u00fcrl\u00fckleri ve Diyanet \u0130\u015fleri Ba\u015fkanl\u0131\u011f\u0131\u2019na ba\u011fl\u0131 il<br \/>\nm\u00fcft\u00fcl\u00fckleri arac\u0131l\u0131\u011f\u0131yla okullara \u00f6\u011frencilerin s\u00f6zde \u2018manevi geli\u015fimini desteklemek\u2019 amac\u0131yla<br \/>\n\u2018manevi dan\u0131\u015fman\u2019 g\u00f6revlendirmelerinin \u00f6n\u00fcn\u00fc a\u00e7maktad\u0131r. Bu ba\u011flamda pedagojik e\u011fitimi<br \/>\nbulunmayan vaiz, imam hatip, Kur\u2019an kursu \u00f6\u011freticileri, \u0130zmir ve Eski\u015fehir ba\u015fta olmak \u00fczere<br \/>\n\u00e7e\u015fitli illerde g\u00f6revlendirilmeye ba\u015flanm\u0131\u015ft\u0131r. Protokolde ifade edildi\u011fi bi\u00e7imiyle, \u201c\u00f6\u011frencilerin<br \/>\nmoral ve motivasyonlar\u0131n\u0131 art\u0131r\u0131c\u0131 rehberlik hizmetlerinde bulunan\u201d \u2018manevi dan\u0131\u015fman\u2019lara<br \/>\natfedilen kimi i\u015flevler d\u00f6rt y\u0131ll\u0131k e\u011fitim fak\u00fcltesi mezunu psikolojik dan\u0131\u015fmanlarla, zaten y\u0131llard\u0131r<br \/>\ns\u00fcrd\u00fcr\u00fclmektedir.<\/p>\n<p>1739 say\u0131l\u0131 Milli E\u011fitim Temel Kanunu\u2019nun 56. Maddesine g\u00f6re \u201cE\u011fitim ve \u00f6\u011fretim<br \/>\nhizmetinin, bu kanun h\u00fck\u00fcmlerine g\u00f6re Devlet ad\u0131na y\u00fcr\u00fct\u00fclmesinden, g\u00f6zetim ve denetiminden<br \/>\nMilli E\u011fitim Bakanl\u0131\u011f\u0131 sorumludur.\u201d \u00c7EDES Projesi, 1739 say\u0131l\u0131 kanuna ayk\u0131r\u0131 olarak e\u011fitim<br \/>\nhizmetinin y\u00fcr\u00fct\u00fclmesini, g\u00f6zetilmesini ve denetlenmesini Diyanet \u0130\u015fleri Ba\u015fkanl\u0131\u011f\u0131 ve Gen\u00e7lik ve<br \/>\nSpor Bakanl\u0131\u011f\u0131 ile payla\u015farak g\u00f6zetim, y\u00fcr\u00fctme ve denetim g\u00f6revini ihlal etmektedir. MEB, b\u00f6ylece<br \/>\nokullar\u0131n \u00e7ocu\u011fun \u00fcst\u00fcn yarar\u0131 ve kamu yarar\u0131na i\u015flev g\u00f6rme niteli\u011fini sekteye u\u011fratmaktad\u0131r. Yine<br \/>\n\u00c7EDES Projesi, \u00f6\u011frencilerin hem okulda hem de okul d\u0131\u015f\u0131 ve yaz tatillerindeki ge\u00e7irdi\u011fi zamanlar\u0131<br \/>\nele ge\u00e7irerek okulu ve \u00f6\u011frencileri dini referansl\u0131 e\u011fitim anlay\u0131\u015f\u0131 ile siyasalla\u015ft\u0131rmaktad\u0131r. Sorumlu<br \/>\nkurumlarca yeterince denetlenmeyen, kamusal alana a\u00e7\u0131k olmayan bu alanlarda \u00e7ocu\u011fa y\u00f6nelik<br \/>\nya\u015fam hakk\u0131 ihlali, fiziksel \u015fiddet, ekonomik \u015fiddet ve \u00e7ocuk ihmali ve istismar\u0131 olaylar\u0131n\u0131 kamuoyu<br \/>\nyak\u0131ndan g\u00f6zlemlemi\u015ftir.<\/p>\n<p>E\u011fitimin b\u00fct\u00fcn kademelerinde e\u011fitimin niteli\u011fini y\u00fckseltmek, \u00e7ocuklar\u0131n \u00f6zg\u00fcr ve sa\u011fl\u0131kl\u0131<br \/>\nbireyler olarak yeti\u015ftirilmesi i\u00e7in somut ad\u0131mlar at\u0131lmas\u0131 gerekmektedir. Ancak MEB, bug\u00fcne kadar<br \/>\nyapt\u0131\u011f\u0131 gibi, din ve inan\u00e7 alan\u0131 gibi son derece hassas bir konuda \u201ctek din, tek mezhep\u201d yakla\u015f\u0131m\u0131yla<br \/>\nhareket ederek okullarda \u00f6\u011frencilere dini ve manevi de\u011ferleri aktarmay\u0131 kendisine g\u00f6rev edinmi\u015ftir.<br \/>\n\u00c7EDES Projesi iktidar\u0131n e\u011fitim sistemini siyasal-ideolojik \u00e7izgisi ve dini-k\u00fclt\u00fcrel ihtiya\u00e7lar\u0131<br \/>\ndo\u011frultusunda bi\u00e7imlendirme hedefinin son \u00f6rne\u011fi olarak kar\u015f\u0131m\u0131za \u00e7\u0131kmaktad\u0131r.<\/p>\n<p>Hi\u00e7bir toplum birbirinin ayn\u0131 ve tamamen ayn\u0131 d\u00fc\u015f\u00fcnen, ayn\u0131 inanc\u0131 payla\u015fan, ayn\u0131 \u2018manevi<br \/>\nde\u011ferleri\u2019 benimsemi\u015f insanlardan olu\u015fmamaktad\u0131r. Laiklik anlay\u0131\u015f\u0131 gere\u011fi farkl\u0131, inan\u00e7, d\u00fc\u015f\u00fcnce ve<br \/>\nde\u011ferler kar\u015f\u0131s\u0131nda tarafs\u0131z olmas\u0131 gereken bir devletin, sadece bir dinin ve mezhebin \u00f6\u011fretilerini,<br \/>\nsadece belli bir inanc\u0131n benimsedi\u011fi manevi de\u011ferleri t\u00fcm okullarda \u2018tek do\u011fru\u2019 olarak \u00f6\u011fretmeye<br \/>\n\u00e7al\u0131\u015fmas\u0131 do\u011fru bir uygulama olmad\u0131\u011f\u0131 gibi, farkl\u0131 inan\u00e7tan \u00f6\u011frencilere y\u00f6nelik a\u00e7\u0131k bir dayatma ve<br \/>\nayr\u0131mc\u0131l\u0131kt\u0131r.<\/p>\n<p>E\u011fitim kurumlar\u0131n\u0131n herhangi bir \u015fekilde dini i\u00e7erikli proje ve etkinliklerin mek\u00e2n\u0131 haline<br \/>\ngetirilmesinin okullara ve e\u011fitim sistemine olumlu anlamda en k\u00fc\u00e7\u00fck bir katk\u0131s\u0131n\u0131n olmad\u0131\u011f\u0131 a\u00e7\u0131kt\u0131r.<br \/>\nOkullar\u0131m\u0131z, farkl\u0131 inan\u00e7 gruplar\u0131n\u0131n her birinin e\u015fit de\u011ferde g\u00f6r\u00fclmesi gereken, hi\u00e7bir \u00f6\u011frencinin<br \/>\ninanc\u0131 ya da felsefi d\u00fc\u015f\u00fcncesi nedeniyle ayr\u0131mc\u0131l\u0131\u011fa u\u011framad\u0131\u011f\u0131 kurumlar olmak zorundad\u0131r.<br \/>\n\u00d6\u011frencilerin inanc\u0131 ya da kimli\u011fi nedeniyle \u00f6tekile\u015ftirilmesine ve ayr\u0131mc\u0131 uygulamalarla kar\u015f\u0131<br \/>\nkar\u015f\u0131ya kalmas\u0131na neden olacak her t\u00fcrl\u00fc giri\u015fime son verilmelidir.<\/p>\n<p>Laikli\u011fin varl\u0131\u011f\u0131, din ve mezhep farkl\u0131l\u0131klar\u0131 \u00fczerinden farkl\u0131 inan\u00e7tan ve mezhepten insanlar\u0131n<br \/>\nbirbiriyle \u00e7at\u0131\u015fmalar\u0131na son vermek, her inanc\u0131n kendisiyle ve di\u011fer inan\u00e7larla e\u015fit haklar temelinde<br \/>\nili\u015fki kurmas\u0131n\u0131 g\u00fcvence alt\u0131na almak a\u00e7\u0131s\u0131ndan \u00f6nemlidir. De\u011fi\u015fik din, mezhep, inan\u00e7 ve d\u00fcnya<br \/>\ng\u00f6r\u00fc\u015f\u00fcnden insanlar\u0131n ger\u00e7ek anlamda \u201ce\u015fit yurtta\u015f\u201d olarak kabul edilmesi, devletin b\u00fct\u00fcn inan\u00e7lara<br \/>\ne\u015fit mesafede ve tarafs\u0131z yakla\u015fmas\u0131na, g\u00fcnl\u00fck ya\u015fam\u0131n her alan\u0131nda okulda, \u00fcniversitede,<br \/>\ni\u015fyerinde, sokakta, farkl\u0131 kimlik, inan\u00e7 ve d\u00fcnya g\u00f6r\u00fc\u015fleri aras\u0131nda ay\u0131r\u0131m yap\u0131lmamas\u0131na ba\u011fl\u0131d\u0131r.<br \/>\n\u00c7EDES projesi bu y\u00f6n\u00fcyle hem laikli\u011fe hem de laik e\u011fitim anlay\u0131\u015f\u0131na temelden ayk\u0131r\u0131l\u0131klar i\u00e7eren<br \/>\nbir d\u00fczenlemedir.<\/p>\n<p>T\u00fcrkiye\u2019de e\u011fitim politikalar\u0131n\u0131n merkezinde yer alan \u201ctek din, tek mezhep\u201d anlay\u0131\u015f\u0131n\u0131n, farkl\u0131<br \/>\nkimlik ve inan\u00e7lara kar\u015f\u0131 \u00f6nyarg\u0131lar\u0131 diri tutan ve milliyet\u00e7ilik temelinde y\u00fckselen resm\u00ee ideolojiyi<br \/>\nbesleyen \u2018manevi de\u011ferler e\u011fitimi\u2019 uygulamas\u0131n\u0131n okullardan ba\u015flayarak \u00fclkede yarat\u0131lan<br \/>\nkutupla\u015ft\u0131rmay\u0131 derinle\u015ftirmesi ka\u00e7\u0131n\u0131lmazd\u0131r. B\u00f6ylesi bir uygulama hem \u00e7ocuklar\u0131n sa\u011fl\u0131kl\u0131<br \/>\ngeli\u015fiminin hem de e\u011fitim sisteminde e\u015fit, \u00f6zg\u00fcr ve bilimsel d\u00fc\u015f\u00fcncenin ilerlemesinin \u00f6n\u00fcnde<br \/>\n\u00f6nemli bir engeldir.<\/p>\n<p>Milli E\u011fitim bakanl\u0131\u011f\u0131, Diyanet \u0130\u015fleri Ba\u015fkanl\u0131\u011f\u0131 ve Gen\u00e7lik ve Spor Bakanl\u0131\u011f\u0131, bizzat iktidar<br \/>\neliyle hayata ge\u00e7irilen ve birbirinden ayr\u0131 olmas\u0131 gereken e\u011fitim alan\u0131 ile inan\u00e7 alanlar\u0131n\u0131n birbirine<br \/>\nkar\u0131\u015ft\u0131r\u0131lmas\u0131na y\u00f6nelik \u00c7EDES ve benzeri uygulamalardan derhal vazge\u00e7melidir.<\/p>\n<p>\u00c7ocuklar\u0131m\u0131z, \u00c7EDES ve benzeri projelerle siyasi iktidar\u0131n siyasal-ideolojik hedeflerinin<br \/>\npar\u00e7as\u0131 haline getirilemez!
